Motions are the lifeblood of the JCR General Meeting. They allow you, the JCR members, to express your wishes and mandate members of the JCR Committee to do your bidding. This page provides some guidelines for composing and submitting your motion.
Be sure to check out the JCR meeting minutes archive.
Motion Guidelines
JCR motions can be on any subject you like; they can be serious, frivolous, and occasionally witty (many have tried, few succeed (says Mark Snow)). The standard JCR motion is divided into two sections: the first is used to list observations that define the issue with which the motion is concerned; the second contains the actions that you think the JCR should take to resolve that issue. Thus, a JCR motion might look something like this:
This JCR notes that:
- A cougar has been reported roaming the College grounds.
- This presents a clear and present danger to the welfare of all JCR members.
- Cougars are known to be fond of cup cakes.
This JCR therefore resolves to:
- Mandate the JCR President to raise this issue with all relevant authorities.
- Mandate the Sports Rep and Food Rep to set up a series of traps baited with cup cakes at strategic points around the College.
- Make a supply of cougar repellent available in the JCR.
I'm sure you get the idea...
Submitting a Motion
To submit a JCR motion, simply email or pidge your motion to the Vice President.
However, there are a few things to be borne in mind:
- Remember that all motions require a proposer and a seconder!
- It is generally a good idea also to consult with the relevant JCR Committee or Exec officer (e.g. the Sports Rep about a sport-related issue) before submitting a motion, to see whether the issue can be dealt with without it having to go through the JCR, or to find out if a similar issue had been discussed in the previous year. If you can't think of an officer post which 'fits' to the subject matter of your motion, you could always get in touch with the JCR President...
- Remember that all motions should reach the Vice-President by 8 pm on the Wednesday before the JCR Meeting (provided the meeting is on a Sunday - watch out for emails asking for the motions to be submitted!)
- If you propose or second a motion, you are generally advised to turn up to the JCR meeting in which it is to be discussed... (otherwise, your motion may not be discussed at all and will therefore automatically fail).
